abstract = "Este trabalho consiste em um estudo sobre estimativas de
dire{\c{c}}{\~a}o e velocidade do vento na baixa troposfera
baseado no deslocamento de nuvens. O trabalho incluiu o
desenvolvimento de um m{\'e}todo autom{\'a}tico para avaliar o
vento utilizando imagens dos canais vis{\'{\i}}vel e
infravermelho pr{\'o}ximo (3,9 \μm), ambos do sat{\'e}lite
geoestacion{\'a}rio GOES-12. O estudo utilizou imagens do canal
vis{\'{\i}}vel na estimativa do vento durante o per{\'{\i}}odo
diurno e do canal infravermelho pr{\'o}ximo para estimar o vento
durante a noite. O trabalho explorou as altas
resolu{\c{c}}{\~o}es espaciais das imagens do canal
vis{\'{\i}}vel, que possuem a resolu{\c{c}}{\~a}o de 1x1 km no
ponto subsat{\'e}lite, bem como o grande contraste entre as
nuvens baixas (Alto Albedo) e a superf{\'{\i}}cie do planeta
(Baixo Albedo). Essa diferen{\c{c}}a de contraste entre os
albedos da superf{\'{\i}}cie e as {\'a}reas cobertas por nuvens
facilita a detec{\c{c}}{\~a}o das nuvens e consequentemente, o
seu rastreamento. Na detec{\c{c}}{\~a}o das nuvens baixas no
per{\'{\i}}odo noturno, as imagens do canal infravermelho
pr{\'o}ximo mostraram-se mais eficazes do que as dos canais
infravermelho janela e do vapor d'{\'a}gua. Foi poss{\'{\i}}vel
estimar, com {\^e}xito, o vento sobre as regi{\~o}es
oce{\^a}nicas, mas a estimativa sobre a regi{\~a}o continental
foi insatisfat{\'o}ria, devido {\`a} falta de homogeneidade das
superf{\'{\i}}cies continentais. Vegeta{\c{c}}{\~a}o e
orografia influenciam na forma{\c{c}}{\~a}o e desenvolvimento
das nuvens, ao contr{\'a}rio do que ocorre com as nuvens situadas
sobre os oceanos, que tendem a manter sua estrutura por um tempo
mais longo. Tais modifica{\c{c}}{\~o}es na morfologia prejudicam
o processo de rastreamento das nuvens sobre as regi{\~o}es
continentais. Recomenda-se a utiliza{\c{c}}{\~a}o das imagens
dos canais infravermelho pr{\'o}ximo e vis{\'{\i}}vel para a
estimativa do vento nos n{\'{\i}}veis baixos. ABSTRACT: This
study presents development and results of an automated tool for
the estimation, based on cloud displacement, of wind speed and
direction within the low troposphere. The data were originated by
visible and near infrared (3,9 \μm) channels images by
geostationary GOES-12 satellite. The study utilized visible
channel images in estimating the variables during daylight time
and near infrared images for the nightly period. Both the high
spatial resolutions of the visible channel (1x1 km at the
subsatellite point) and the high contrast between low clouds and
the Earth surface were highly beneficial. Such contrast difference
between the surface and cloud-covered areas albedos makes cloud
detection easier and so, by means of consequence, its tracking.
For the detection of low clouds in the nightly period, the near
infrared channel presented more efficient images than window
infrared and water vapor channels. The estimation of wind related
variables was successful when associated with oceanic areas, but
such did not happen with wind in continental settings, due to lack
of surface homogeneity. Both vegetation and orography have an
influence in cloud development, unlike what happens with oceanic
clouds, that tend to keep their structures for a longer period of
time. Such morphological changes hamper the tracking of the clouds
over continental areas. For estimating the wind variables in low
levels, near infrared and visible channel images are
recommended.",
